Meet Joseph Gardea

Background & Education

Born and raised in North Stockton, Joseph Anthony Gardea is a proud product of the Lodi Unified School District. He attended Ansel Adams Elementary, and Morada Middle School, and graduated from Ronald E. McNair High School in June 2024. For the past two years, In LUSD he participated in the decision-making process and had a role in the establishment of Board and District policies, defining educational goals for LUSD, approving curriculum, textbooks, and courses of study; adopting the annual budget; hiring personnel; and making decisions on school facility matters. 

Academic Leadership

With a natural public servant’s heart, Joseph dedicated much of his academic life to serving his peers. At Morada Middle, he coordinated with site staff and administration to seamlessly transition students into distance learning. As the Morada Student Body President, he was committed to ensuring the school offered tutoring, counseling, and mental health services during distance learning. Even after transitioning out of distance learning, Joseph continued to lead and serve. At McNair, he was devoted to enhancing the school environment for learning, socializing, and personal growth. For three years, as a member of Student Government, he collaborated with stakeholders to develop plans for improving the school climate. Joseph also worked with site leadership to overcome challenges posed by Covid-19.  Throughout his tenure at McNair, Joseph proved to be an exceptional leader. When previous leadership faltered, he was appointed Student Representative to the Board of Education. After months of ASB inactivity, Joseph revitalized the office and the Student Government class with his energy and motivation. He attended CADA and CASL (California Association of Directors of Activities. & California Association of Student Leaders) meetings and frequently reflected on the McNair 2022-2023 Self-Study Report, which he helped staff compile for the WASC (Western Association of Schools and Colleges) review. This reflection enabled him to enhance his leadership skills and collaborate with stakeholders to develop effective, data-driven plans to address areas of his school needing improvement. His competence and dedication were evident, and when the position was up for election, he was unanimously elected by both staff and students to continue as Student Representative. Joseph had two options in fulfilling his duties: either rubber-stamp proposals or engage deeply with district concerns. He chose the latter in which he actively participated in LUSD board meetings, asked informed questions, took on district leadership positions, and was involved in several committees. 

Lodi Unified Leadership & Committee Experience

His experience in LUSD committees includes the LUSD Rebranding Committee, the LUSD Long Range Facility Development Committee, and the District Advisory Committee. With the responsibility of representing McNair and North Stockton on these committees, Joseph engaged actively with community members to ensure their interests were accurately represented. On the Rebranding Committee, he advocated for North Stockton’s interests throughout the rebranding process, ensuring that the district's new brand identity reflected Stockton’s values. On the LUSD Long Range Facility Development Committee, he actively contributed by participating in strategic planning sessions, providing input on facility needs, and collaborating with stakeholders to align development plans with community and district goals. His involvement helped shape effective facility solutions and secure necessary resources for future improvements. The committee focused on addressing aging infrastructure, modernizing facilities, expanding or upgrading classrooms and specialized learning spaces, enhancing safety and accessibility, and implementing sustainable and energy-efficient solutions. As a member of the District Advisory Committee (DAC), he played a key role in providing valuable feedback from his community, which is predominantly socio-economically disadvantaged. His perspective, coming from a Title I school, offered unique insights. He actively engaged with community members to gather diverse perspectives and worked collaboratively with fellow committee members and district coordinators to ensure that their recommendations aligned with the needs and priorities of the district. Together, the committee developed new three-year LCAP (Local Control and Accountability Plan) goals focused on addressing key areas of need and improving educational outcomes for all students. Joseph reported to his school site council on discussions from DAC meetings, and with that insight, he was involved in drafting McNair's Title I budget allocation and ensured it aligned with the district's three-year LCAP goals. Additionally, at the site level, Joseph collaborated with the council to review the 2023-2024 Comprehensive School Safety Plan before its submission to the Board of Education for approval. He also reviewed data, stakeholder input, and recommendations on strategies and activities, providing valuable insights for the School Plan for Student Achievement (SPSA).


Nonprofit Work  & Additional Administrative Experience 

Outside of education, Joseph has gained substantial experience in administrative nonprofit work. In 2022, he was recruited by Beyond Good Intent, a Stockton-based nonprofit dedicated to public and charitable purposes, to enhance community relations through educational programs and events. The organization was particularly active during the pandemic. As the Chief Information Officer on the executive board, Joseph focused on establishing and maintaining relationships with community members and forging partnerships with local organizations. Additionally, Joseph expanded his administrative skills with the City of Stockton, where he worked in the City Manager’s Department. In this role, he assisted in managing operations for the inaugural Stockton Student Worker Program. His contributions included budgeting, resource allocation, payroll management, inventory and expense invoicing, drafting news releases, preparing memos for the City Manager's Office, and handling grant budgeting and research. Under the guidance of his four-person department, the Stockton Student Worker Program successfully hired 119 students, with 19 retained for continued employment with the city. Thanks to Joseph’s insights, every participant received a laptop to use for work or school, providing them with accessibility to technology in the modern world. Additionally, he collaborated with the program’s director and supervisor to design the program and ensure its continuation, aiming to provide even more students with valuable career opportunities.
